can you run netcut on android emulator?

you can run as read only I assume. as I don’t think android emulator allow root access .

Emulator does allow root access but it shows 2 strange connections in netcut though, not real ones and by blocking them I dont block for example my phone or anyone. It did not work.
I cant root my phone so I will have to wait for new windows version that allows slowing down of the other devices, not just cutting them off. Any updates on when we can expect new windows version that can slow down other devices instead of just cutting them off internet completely?
