do you mean you have download netcut.exe today and run the installation ? if that’s the case, please try do uninstallation.

you can run ‘C:\Program Files (x86)\arcai.com\unins000.exe’

then reboot.

then install
http://www.arcai.com/download/netcut.exe

you need to relogin after the installation.
