you need to run netcut.exe as admin to install it. if error, try to unintsall, then reboot then install.

Please redownload the latest version, there was a bug.

if you download before 2018 May 11 10:00 AM EST, then please do a redownload, simply click on http://www.arcai.com/netCut/s and follow the download link will do.

also, you might already having winpcap, so you can just skip or cancal the winpcap installation process , just let the netcut setup process finish.
