When I use Netcut I check my ping on CMD and why I keep getting request timed out?? but when I end task the netcut windows on the task manager there is normal and no request timed out.. can you help me?

Can you try to use Rj45 cable connection , it should work too to control devices in same LAN. (WIFI and CABLE)
Netcut works this way that when it control those device speed, those packet route through the PC runs netCut. so you will need a strong WIFI connection if you trying to control many devices.

what is Rj45 cable connection?

ethernet cable , all PC or laptop should have it. you connect to your router with that to get fast internet.
