No matter where i look for this file on my drives or search for it in programs i cant find anything to delete it fully. Now i have meal wear on my computer and this website pops up every time i go to open chrome. Very annoying any suggestions?

I am trying to remove Netcutdefender. Found it in my x86 folder but no matter how i try to remove it i get a message saying its running in another program…and its not running anywhere on task manager or icon try or anything. Im stumped.

it looks like you tried deleted the folder before try to run uninstall program.
I suggest you reinstall netcut defender, and then you can find the uninstalled with in same folder of netcut defender. run that program, it will uninstall netcutdefender.
