Can you try to reboot your windows and try again when you found it not work? is it no scan or no cut ?

also, netcut does not force you to pay. normal user (non-pro) can still cut. just can not use netlock or bulk control.

Your phone can do a simply reboot, it will back to connect to WIFI.

or

you install netcut, then put the phone into jail. wait for few seconds for it turn red. then put it back to normal trust user. this will put your phone back into wifi
