usually you can not add gateway into blacklist, unless your have one hacking you already that ack as gateway.
you can try this.
1. uninstall netcut
2. remove arcai folder.
3. reboot.
4, verify arcai folder is empty, if not, repeat 1 to 3
5. reinstall netcut -
can you check the option make sure the cut off method is set to effect both gateway and user ? then try again.
Out test shows in windows 10 64 all working good.

Can you try to reset your browser’s cache? you might be using a cached file. or try to use Edge browser.

you just need to resume PC into normal user, it will back to normal.
if your WIFI still not working, you just need to restart your WIFI router.

can you check the OPTION, make sure this cut off method is checked?
