have you tried run netcut in your HOME WIFI ? see if it shows users in the network?
public WIFI sometimes use proxy that does not allow scan.

you can do a rescan, or leave netcut run for few minutes it will catch it when the user start to use internet

When you say it is totally cut off, how do you verify it that ?
can you try to run ping from the cut offed pc , see if ping get 100% timeout after been speed limited?
if 100% timeout, it means it totally cut off.
if getting slower response (longer time response ), it is speed limited -
When you reduce the speed, it will appear in JAIL. that’s normal.
However, it’s speed should slow down. not 100% cut down.
can you have a picture of how you reduce speed? you should use slider to move to 75% or 50% or 25% means.
