Your netcut service might not running after restart, you can rerun the setup.exe to active the service. no need restart PC after.

it might bind with your notebook’s hardware ID. can you try to use arcai.com login or google login on your notebook first , the pro membership will transfer into your login. Then you can use this login on any other device running netcut.

it is possiable you have old netcut 2.4 and new netcut 3.x installed on same computer, as their service use same name. thus one of the tool can’t work.
please try to uninstall both verison of netcut . then reboot. and re-install by goto this link
