And can you email me the file /data/data/com.arcai.netcut/files/netcut.log when you see this “no keep alive” happen?

No keep alive means the service is dead, and netcut is restarting it.

in anyway, if you put the person into JAIL (blacklist). service restart will make him still offline.

And do you have AD blocking on your phone ? Try to disable those see if it works?

I would do a factory reset(backup your stuff), some apps run with ROOT can hide very deep.
