no changes made in recent one week . make sure your WIFI router disable isolation , and you are not on gust network.
also try the scan button when no device show up.

do you mean to remove defender from free user? or do you mean even when you have defender ON and has Pro. you still been CUT off?

The wifi signal still provided by you wifi router.that is physical layer. netcut works at network layer.
