interesting. does the Pop in has data used number? also , when you set to 0. does it cut off phone’s speed to 0 ?

the maximum speed is a spike, means it will not be able to stay to that speed more than 1 second. it will be bring down under 250Kbps.
also, take a look of the speed unit , make sure it is Kbits/s . if it is MBits/s , then you are actually giving it 250 MBits/s
