Hey sorry late reply.
When users report this issue and I check Netcut, I can see connected devices, but they are only receiving maybe 2kb/s.
The PC that runs netCut is working perfectly fine when this issue happens and can still access internet 🙂
Memory / CPU usage are normal and sometimes this happens when the PC is not even being used, just showing the desktop.

My PC connects directly to the router via ethernet.
But I figured out any changes I make to router (disabling/enabling SSID for example) require that I stop/start aips for Netcut to start working again 🙂 so all is good

There’s a tiny issue where Netcut won’t limit the user to EXACTLY the amount you set, it just tries to constantly keep them around that limit.
So for example, if I limit someone to 500 kb/s, they may get little 2 ~ 5 second bursts of going a tiny bit above that. For example they might get like a little burst up to 700 kb/s, but Netcut will try to immediately drop them back down to 500 kb/s.
Since you gave them 0 kb/s, they will still get little bursts around 12 kb/s like in your photo. But 12 kb/s is not enough to do anything, it is almost basically like sending ping requests but they aren’t actually connecting to anything.
If you want to block them COMPLETELY from the network, you’ll have to block them in your router or something.
Also if you are a Pro user (its only $1 per month, definitely worth it) check in the Pro options and play with different things like “Cut affect Gateway and User”, etc.

It does but there are little things you have to do as workarounds.
First if the speed control / cut feature is not working, make sure AIPS service is actually started. Sometimes it doesn’t start when you reboot your PC, or reset your router, or something like that. Open a command prompt with admin privs and type:
net stop aips
net start aips
If you still can’t cutoff device, try removing them from Policing section of Netcut GUI, give them full unlimited bandwidth, then add them back to Policing section and cut them off.
Play around with all the settings and stuff using your own device like your personal Android phone.
